Rationale:

This is the public's opportunity for comment about construction related to the South Pasadena Middle School (SPMS) old gymnasium building. Specifically, the Board wants to hear the community's perspective on repurposing the existing space versus replacing the structure. The future building will be a vibrant addition to the campus and will house a black box theater, instructional space for art classes, and a lab for robotics and other STEM (Science, Technology, Engineering, and Mathematics) programs.

Recommended Motion:

Dr. Geoff Yantz, Superintendent, recommends that the Board of Education approve the District's continued membership in the Five-Star Education Coalition for the 2017 calendar year, at a cost of $4,060.

VI.3. Approval of ASB Financial Reports - LUBS
Recommended Motion:

Dave Lubs, Assistant Superintendent of Business Services, recommends that the Board of Education approve the income, expense and the balance sheet statements for the South Pasadena Middle School Associated Student Body (ASB) organization, as presented in the attachment.

VI.4. Ratification of Purchase Orders - LUBS
Recommended Motion:

Dave Lubs, Assistant Superintendent of Business Services, recommends that the Board of Education ratify the purchase orders issued between January 30, 2017 and February 24, 2017 totaling $342,991.42.

VI.5. Ratification of Commercial Warrants - LUBS
Recommended Motion:

Dave Lubs, Assistant Superintendent of Business Services, recommends that the Board of Education ratify the commercial warrants issued from January 30, 2017 through February 27, 2017.  These warrants total $1,513,593.86.

VI.6. Approval to Renew Lynda.com Online Training - LUBS
Recommended Motion:

Dave Lubs, Assistant Superintendent of Business Services, recommends that the Board of Education approve the Lynda.com online training that is available for staff district-wide.

VI.7. Approval of Agreement with Demsey Filliger and Associates for Actuarial Services to Meet the Requirements of GASB 45 (Government Accounting Standards Board) - LUBS
Recommended Motion:

Dave Lubs, Assistant Superintendent of Business Services, recommends the approval  of the agreement with Demsey Filliger and Associates for an actuarial study of the District's post-employment benefits to meet the requirements of GASB 45 (Government Accounting Standards Board).



Rationale:

As a requirement of GASB 45, the District must complete an actuarial study every two years to calculate the District's long-term liability for post-employment benefits.  The product of the proposed agreement with Demsey Filliger and Associates meets all informational requirements to comply with GASB and other auditing criteria.

VI.10. Approval of Overnight Trip for South Pasadena High School Skills USA Students to attend State Leadership and Skills Conference in San Diego, California - GERVAIS
Recommended Motion:

Ms. Christiane Gervais, Assistant Superintendent of Instructional Services, recommends that the Board of Education approve the participation of seventy-six South Pasadena High School Skills USA students and six teacher chaperones, Sandra Matson-Fennell, Cathy Mason, Mike Hogan, Garrett Shorr, Anthony Garcia, and Eef Van Iersal in the Skills USA State Leadership and Skills Conference taking place April 20, 2017 to April 23, 2017 in San Diego, California.

VI.11. Approval of Overnight Trip for South Pasadena High School Academic Decathlon Students to attend Academic Decathlon Study Retreat in San Clemente, California - GERVAIS
Recommended Motion:
Christiane Gervais, Assistant Superintendent, Instructional Services, recommends that the Board of Education approve the overnight trip request for nine SPHS students and two chaperones, Oliver Valcorza, their Academic Decathlon Advisor, and Matthew Brogdon, their Assistant Coach, to participate in an Academic Decathlon Study Retreat in San Clemente, California March 18 to March 21, 2017, where they will prepare for the upcoming State Championships in Sacramento.

VI.12. Approval of Overnight Trip for South Pasadena High School Academic Decathlon Students to attend State Championships in Sacramento, California – GERVAIS
Recommended Motion:
Ms. Christiane Gervais, Assistant Superintendent of Instructional Services, recommends that the Board of Education approve the overnight trip to Sacramento, California for twelve South Pasadena High School Academic Decathlon students, and their advisor, Mr. Oliver Valcorza, for participation in the 38th Annual California Academic Decathlon Championships, which will take place March 22, 2017 through March 27, 2017.

Recommended Motion:

Dr. Geoff Yantz, Superintendent, recommends that the Board of Education approve the 2017-2018 Regular Board of Education meeting dates, as follows: July 11, 2017; August 8, 2017; September 12, 2017; October 10, 2017; November 14, 2017; December 12, 2017; January 9, 2018; February 13, 2018; March 13, 2018; April 10, 2018; May 8, 2017; June 12, 2018; June 26, 2018.


VII.2. Approval to Perform a Historic Resource Evaluation of the "Old Gym" at South Pasadena Middle School - YANTZ
Recommended Motion:

Dr. Geoff Yantz, Superintendent, recommends Board of Education approval to enter into an agreement with MIG, Inc. to perform a historical resource evaluation of the “Old Gym” at South Pasadena Middle School.

VII.3. Approval of Resolution 2016-2017-21 Implementing Prequalification of Construction Contractors - LUBS
Recommended Motion:

Dave Lubs, Assistant Superintendent of Business Services, recommends approval of Resolution 2016-2017-21 Implementing Prequalificaiton of Construction Contractors under Public Contract Code Section 20111.6.

VII.4. Approval, Adoption, and "Positive" Certification of the 2016-17 Second Interim Report and Budget - LUBS
Recommended Motion:

Dave Lubs, Assistant Superintendent of Business Services, recommends that the Board of Education approve, adopt, and declare a "positive" certification for the District's 2016-17 Second Interim Budget.


Rationale:

The Second Interim Report & Budget is due to the Los Angeles County of Education (LACOE) by March 15th of each year.

Based on the multi-year projection included in the present Second Interim Report & Budget, the Board of Education, upon approval and adoption of the budget, should declare a "positive" certification for the budget.  This is based on the assumption that the District will meet reserve requirements in the current and two subsequent years.

The budget was built using guidelines provided by the Los Angeles County Office of Education.

VII.5. Approval to Utilize the Williams Scotsman, Inc. "Piggy-back" Contract Awarded through The Cooperative Purchasing Network-Region 4 - LUBS
Recommended Motion:

Dave Lubs, Assistant Superintendent of Business Services, recommends authorization to utilize the Williams Scotsman, Inc., contract awarded through The Cooperative Purchasing Network - Region 4 for the procurement of six temporary classrooms at South Pasadena High School while the new Science and Math Buildings are being constructed.

VII.6. Approval of Lease Agreement with Williams Scotsman, Inc. to Provide Six Temporary Classrooms at South Pasadena High School - LUBS
Recommended Motion:

Dave Lubs, Assistant Superintendent of Business Services recommends approval to enter into a lease agreement with Williams Scotsman, Inc. to provide six temporary classrooms at South Pasadena High School while the new Science and Math Buildings are built.

Recommended Motion:
